PLANNING BOARD

MINUTES OF MEETING

APRIL 4, 1996


PRESENT: Chairman Paul Adams, Brandon Giuda, Doug Hamel, Jeff Jordan, Jeff Andrews, Ron Lesieur, Stephen MacCleery, Secretary Andrea Deachman

Chairman Adams called the meeting to order at 7:02pm and requested the Board to review the minutes from March 14, 1996.

CORRECTIONS TO MARCH 14, 1996 MINUTES;

Doug Adams to Doug Hamel.

bottom of page 1, if he had not seen his fathers’ add “letter”.

page 2, first paragraph, line 2, remove “with” add “including the”.

page 3,  first paragraph to read as follows: The discussion included whether this will be treated a Home Occupation or a Business.  The Board decided to treat is as a Home Occupation.  A site review will be required which will require a professional plan.  Once dimensions are known, the Board can decide how much pavement will be required.

Mrs. Head presented the Board with plans of her property done by a surveyor.

After reviewing the plans the Board requested the fire department review the property for fire lanes.  Mrs. Head was also asked to add fire lanes to the plan along with signs on the building no parking.  Paved parking for a building this size would be of great numbers.  

It was explained to Mrs. Head that the site review may not have parking on it but, site review is just a process. Zoning is what the Board must decide on.

After reviewing the size of the building again the Board came to the agreement that the building is over 7500 square feet and should be considered industrial.

Industrial use only need one paved parking space for each employee and a paved area for shipping and receiving.

Mrs. Head needs to supply the Board with a mylar and 4 copies showing fire lanes, septic and topographic lines.

Mrs. Head asked “ how long do we have to pave?”

The Board was in agreement the Heads would have 90 days after the Public Hearing to pave.

Motion was made to accept the preliminary plans.

                                                Home Occupation
                                                Ice Cream (Take out only) and
                                                Breakfast only

Mr. Davis presented the Board with the site plans done by his surveyor.  The Board reviewed the plans.

Mr. Davis states he has received a breakfast only permit from the state and also has a driveway permit for the new use.  He will be moving his sign at this time it is on the state right of way.

The Board questioned whether the Ice Cream(Take out only) is a Home Occupation.

Motion: does the ice cream (take out only) fit into the Home Occupation definition.

                                Lesieur/Jordan        (defeated)

Ice Cream(Take out only) does not fit into the Home Occupation definition.

Motion: does the breakfast only fit into the Home Occupation definition.

The town engineers letter states that the parking is unsafe and the Board agreed.
The Board requested the following parking places be removed: #6, #8, and #9 this should leave ample parking with the bed & breakfast patrons parking in the garage.

The breakfast only is served Saturday and Sunday from 8am to Noon only.  The state has limited Mr. Davis to 16 or less seating in the dining area.

The Board requested locations of doors and garage on plan, also, update the parking.

Motion was made to accept preliminary hearing as amended to breakfast only.

Mr. Davis was informed that if he was unhappy with the Boards decision he could contact the Board of Adjustment.


DISCUSSION:                     Susan & David Hartley
                                        Want to purchase home
                                        need to know if

The Hartleys currently run their business out of Blueberry Hill Plaza.

They would like to bring the business into the home they are going to buy.

The Board was in agreement that the business could be considered Home Occupation .

The Hartleys would need to go through a site review.  The Board reviewed the site review checklist with the Hartleys and waived the following:  #7,8,9,10,12,13,17,19,20,21 and 24 thru 29.

Mr. & Mrs. Hartley thanked the Board for their help and will contact the Board after they purchase the property.


DISCUSSION:                     Theresa & Joseph Phinney
                                        Home Occupation - fire wood
                                        Map 4, Lot 78, Burnt Hill Road

Concerned land owners and abutters present: Richard Devore, William Tremblay, Gail Scott, Diana Eaton and Mark Holdon.

The Phinneys would like to run a small business selling cordwood from their property and would like to receive a Home Occupation to do so.  The Phinneys have moved the wood down into their property 500 feet to remove some of the noise and unsightlyness.

The land owners and abutters concerns were noise and hazard to children with logging trucks delivering the wood.

Mr. Phinney stated he has a full time job so he would only be cutting on the weekends between 8am and 4pm.

Motion:  Cordwood processing in residential zoning is not considered Home Occupation.

The Phinneys were asked by Selectman Jordan to come in on Tuesday April 9, 1996 to come to some agreement as to cutting and removal of what wood they do have.

The Board tried to come to an agreement with all concerned as to when the wood would be cut and  May 1, 1996 would be alright.

Motion was made to adjourn.
